The Blues have already signed Timo Werner and Hakim Ziyech. Havertz would be the third big signing of the summer if the move were successful.
Havertz is currently one of the most highly rated young midfielders in world football. He is a versatile midfielder who can play both as a central midfielder and as a right winger.
Last season he scored 18 goals and provided eight assists in all competitions for Leverkusen.
Chelsea will likely continue to spend on new signings as Frank Lampard seeks to add quality and depth to the site.
Reports from The Telegraph suggest that the Blues are on the verge of signing Paris Saint-Germain's Thiago Silva while they are on the verge of a £ 50 million deal for the left-back from Leicester City, Ben Chilwell.
