The 21-year-old is admired at Stamford Bridge after proving himself and breaking into the London stadium is the national team after his release by Chelsea as a student.
They want him back and West Ham was surprised they didn't make an official offer this summer.
The Hammers are preparing for an offer from Chelsea for Rice this month or this summer, but the Blues have to move some of their players on to free up cash.
Lampard is under a lot of pressure After a poor string of results, he will be keen to add quality to his squad before the January transfer window closes to save his job.
Rice was one of the reasons West Ham stayed up late in office, and has remained his brilliant self during that tenure, adding to his team's impressive start to 2020-21.
The midfielder plays an important role in manager David Moyes' squad and the club cannot afford to lose one of its best players in the middle of the season.
West Ham fans will be mad at club owners if they take advantage of Rice now or this summer, and it will be interesting to see what happens in the weeks and months to come.
The young man's club is worth around £ 80m and although it is not known whether Chelsea will be ready to meet their demands, the Hammers may be tempted to part with him when their rating is fulfilled.
